The Alexander von Humboldt Foundation offers “Practical Hints for Your Stay in Germany”.  Even though the site focuses on questions relating to the foundation's research fellows, it also has a lot of other useful nformation to offer on the topic.

Foreigners wishing to stay in Germany for more than 90 days must have a visa. The Federal Foreign Office advises you on which steps you must take before entering Germany.
